Info for 2019-20 Metro division play
We recognize that this is a new program and we will undoubtedly have issues come up for which there is no policy. They will be addressed firstly by the MOC and then referred to the VYSA Board if necessary.
Expressions of Interest
An Expression of Interest is how a club notifies VYSA that they intend to apply for a Metro team in the age groups they submit for. Clubs can, at any point, notify VYSA and withdraw their Expression of Interest. The deadline for submitting an Expression of Interest was February 28.
Expressions of Interest must include:
Age and gender of team for the 2019-20 season
Acknowledgement of VYSA criteria for the application and confirmation they will all be met
Commitment to notify VYSA promptly should the club decide not to apply for a team they have entered an Expression of Interest for
Expressions of Interest should be submitted by the Club and be signed off on by the Club President and Technical Director (TD)
Confirmation that the club has obtained BC Soccer Club Charter Standard One by the time VYSA makes final determinations on which teams will be entered into the Metro division.
Note: BC Soccer has mandated all clubs entering teams into the Metro division in 2019-20 must have achieved Standard One of the BC Soccer Club Charter Program.
Clubs that have submitted Expressions of Interest (and for which divisions):
VFC: all age groups (see VFC Metro evaluations)
VUFC: U13 girls, U14 girls, U17 girls, U18 girls; U13 boys, U14 boys, U15 boys, U16 boys, U18 boys (see VUFC Metro evaluations)
Evaluations have been grouped so players have the opportunity to attend evaluations for both clubs if they want before rosters are posted. It is entirely up to the players to decide which Evaluations they wish to attend but VFC and VUFC have agreed that in exchange for facilitating choice and the ability to attend both clubs sessions, both clubs expect players, if selected to a Metro roster, to abide by the decision they have made when they accept a spot. VFC and VUFC will not add any player to a Metro roster that has already accepted a spot at the other club
VYSA expects quick, professional communication to MOC as this process goes on particularly in regards to situations where a club has decided to withdraw a team from consideration for the Metro division. The District also expects clubs not applying for a Metro team to encourage players at their club to participate in Metro evaluations at other clubs who are applying for Metro teams.
The last opportunity for a club to withdraw a team from consideration is immediately after their first on-field evaluation. This should be communicated to the MOC co-chairs as soon as possible and also communicated to the players who have attended. If there are players on the team that is being withdrawn from Metro consideration that the club TD feels should be strongly considered for another club’s proposed Metro team that information should be communicated immediately to that club’s TD. It will be up to them to decide if they want to invite the player out to an evaluation and/or consider adding them to a roster.
No rosters will be posted until there has been time for this communication to take place and for MOC to recommend to VYSA which teams should be entered into Metro.
Criteria that must be met to be considered for entering a team in the Metro division
Coaching:
Head coach(es) must have taken Soccer For Life course;
All team officials must have an up to date Criminal Record Check (CRC) on file
The club TD must submit a statement confirming the team coach has been interviewed and approved to coach the team being applied for
If the coach is a parent coach and their son/daughter does not make the team, TD must submit another candidate who meets the criteria before application to enter Metro can be approved
Coaching model
Must declare on the application if the team is to be coached by a volunteer parent, paid coaches or a hybrid of these
Maximum recommended registration fee (VFC exempt for the 2019/20 season)
Sept to March: $1000*
Spring/Summer: $500*
Travel: optional (club and parent decision)
*Must include all costs such as tournaments, uniforms and any other potential add-ons. Clubs can choose to go over these recommended maximums but this will cause greater scrutiny of their application as affordability is considered an important aspect for this level of play. BC Soccer considers Metro, Div 1, 2 and 3 recreational soccer. VFC is exempt from this recommendation for the 2019-20 season.
Training:
At least twice per week,
For at least one session per week, no more than three teams on the field
GK training:
Submit a plan for how you’re handling GK training
Where there are one or two applications for teams to go in the same Metro division, the following criteria will be used to select from them. MOC can choose to recommend none, one or two applicants to the VYSA Board.
The criteria below applies to any VFC U13 teams put forward and all age groups for any other VYSA club that puts forward an application.
The Technical Director has confirmed that the players who have attended the first Evaluation session include the players they expected and are, to the best of their knowledge, capable of forming a competitive Metro team
For teams that were in BCCSL Div 1 in the 2018-19 season and were a Group 1 team in League Championship play: such teams should have either stayed the same in terms of strength or improved
For teams that were in BCCSL Div 1 in the 2018-19 season but were a Group 2 team in League Championship play: such teams should have demonstrably improved their roster with the addition of players from either a BCCSL Group 1 team or a Metro team
The team has entered an Expression of Interest
The teams meet all the criteria established by the MOC and approved by the VYSA
For proposed U14 to U18 VFC teams
The team must have proved itself competitive in the 2018-19 season as determined by the BCCSL Board as per current policy. Teams that are deemed to be not competitive in the Metro division by BCCSL are referred to VYSA for a final decision.
VFC must declare, after their first on-field evaluation, that they believe the team is capable of being competitive in their Metro division
The MOC is also charged with conducting check-ins through the season to ensure criteria that clubs have agreed to in their application are actually being followed.
