January 25, 1981

• The BCYSA board will be reduced from 12-9.
• Motion that we support an inquiry into the mechanics of the election procedure to be used at the forthcoming BCYSA – Annual General Meeting.
• Motion that we begin the process of finding a Chief Referee.
• Motion that minutes of the board meeting be typed and sent to each board member.
• John Carr and Don Dancey to meet with Parks Board about closing notification.

February 15, 1981

• Discussion of heavy schedule, at times, for Select boys and it was agreed that league responsibilities have priority but boys should fulfill commitment give to Select team.
• Jackie Larson to coordinate Dave Moyies days at Swangard and Brian North to coordinate Vancouver Days. Decision of canceling games shall be made by the Chairman (or Vice-Chair in his absence.)

March 15, 1981

• Request that the minutes include the balance of the Treasurer’s report.
• Discussion of creating an Association (Premier, Gold) League in addition to the District (Silver) and Community (Bronze) Leagues.

April 12, 1981

• Donation of $50.00 to be paid to Windsor Church for the use of their facilities.

April 26, 1981 Annual General Meeting

• Motion that the Board may authorize amounts up to $500.00 without referring to the general membership.
• Motion that the District will pay to the Scheduler and Referee Coordinator the amount of a telephone.
• Dancey reports Discipline: 151 yellows and 53 reds.
• Motion to give the league reconstruction proposal a year’s try then evaluate.
• Motion that any coach of a team entered in the Vancouver Select or Premier league shall be certified to a minimum of CSA Level One.

August 25 & September 8, 1981

• Motion that the Referee-in-Chief position be declared vacant and that Peter Scholfield be offered the position.
• Motion that league winner be declared on the basis of the last completed round of play in which each team has played every team in its section once.
• Referees and team officials are advised to listen to CKWX for notification of park closures.
• Rob Hannah to bring in a budget for the Select teams.

October 15, & November 17, 1981

• No action on park closure to be taken before 3PM on Fridays, then the only person to contact the Parks Board will be the Scheduler, Don Dancey. Line 1

• Letter to be sent to Parks Board, City Aldermen and news media strongly objecting to frequent park closures.

• New letterhead accepted for VYSA, changing from flower to soccer ball.

March 9, 1982

• Motion that the August 25th motion concerning standings being based on completed rounds be retracted and all leagues continue play to last possible date with games to be evened up.
• $120.00 to be donated to Windsor Church for use of facilities.

April 25, 1982 Annual General Meeting

• 63 present
• Most teams played 11 games.
• Motion that the Board is authorized to finance a Select program within the limit of $1500.00.
• Motion that the Board be assume responsibility for finding, reserving & scheduling an adequate number of all-weather fields so that no game will be cancelled except for snow.

June 21, 19882 First Club Presidents’ Meeting

• Kam Dhillon has gone out and measured every school gravel field in Vancouver and we acquired enough fields so that we can play until the end of the season.
• Number of teams – 179.
• Motion that teams moving up or down – the league points will be divided by the number of teams in the section.
• Motion that the Board be increased to 14.

September 1 & October 6 1982

• Motion to outlaw the use of bicycle flags for corner flags.
• Special meeting with Mario Tomsich of the Parks Board. Strathcona and Oak Lit Fields should be open soon and they expressed hopes of better communication and a longer season.

November 24 & December 13, 1982

• Heinz Heckl reports that only 23, players have come out for the U18 Select tryouts and only 8 of them would be chosen, therefore, there may not be a U18 Select team.
• Don Dancey attends a Field Sports Federation meeting and it is Parks Board’s intention to upgrade and improve fields used extensively.

January 17, 1982

• Motion that, along with the already designated Folman District(Silver), Sportsmanlike team trophies be designated with the names: Durham Premier(Gold) and Duggan Community(Bronze).

February 21, 1983 Club Presidents’ Meeting

• This meeting was held because BC wanted to raise the affiliation fee by $5.00 due to poor Prov. Cup Ticket sales. When asked “What advantage it is for a Community team to be affiliated?” George Graveson, from BCYSA, answered that they received the benefits of: the Whistle, Sun Tournament ticket availability, McDonald registration cards for free drinks, BC/Wash. Exchange, Whitecaps seasons tickets and the Dairyland Jamboree. He stressed that non-affiliated teams cannot play against affiliated teams. If VYSA chose to not affiliate their Community teams then BC would have to look seriously whether VYSA was interested in remaining in BCYSA.
• Motion to remain with BCYSA. Vancouver registered 2500 divisional players.
• Motion that the Whistle be sent out on a subscription basis only. Request denied by BCYSA.

March 21 & April 18, 1983

• Motion that the Board meeting be held on the same day and the same week of each month.
• Motion that teams must receive 48 hours notice of games.
• Reprimand letter issued regarding liquor found in a dressing room after finals at Swangard.
• Jacques Moon requests the Secretary to record the number of incoming (494) and outgoing (504) calls between October ’82 and March ’83. 9,750 sheets of photo-copy paper is used in the season.

April 26, 1983 Annual General Meeting

• Chair, Kam Dhillon, reports that the use of school fields has allowed us to play 20 games, compared to 8 if we had only the use of Parks Boards fields.

August 30 & September 21, 1983

• Motion that we participate in a U14 Select team.
• Len Matthews and Larry Orchison become the 13th & 14th board members.

October 19 & November 16, 1983

• Don Dancey receives letters from the Parks Board requesting an apology for his (almost slanderous) remarks regarding Carnarvon Park at a Sport Field Assn. meeting. The apology is sent and accepted.
• Parks Board advises that there will be no permanent goal posts on Killarney but that Killarney has $3000 for portable posts.

December 14, 1983

• Don & Donna Dancey are not happy with the time it takes to hand-deliver the schedules to coordinators and finding out the teams are not getting them within 3 days.

January 18, 1984

• It was felt that the sole purpose for supporting a Vancouver Select team is to expose the players to the BC Select team.

February 1, 15 & 26, 1984

• All districts are handling their own discipline. BC looks after Inter-District and Provincial Cup discipline.
• Norm Duggan passes away on January 28, 1984.
• Referee’s meeting held with the intent to form a VYSA Referee’s Assn. and to affiliate with the BCSRA. Objective is to educate, promote and organize youth soccer by providing competent referees throughout Vancouver (will only accept a referee that is certified & has paid his annual fees.). 1st AGM held March 25/84, President: Mark Cheeseman, Vice-Chair: Gene Nagy.

March 29 & April 18 1984

• Glen Docherty asks to step-down as Referee-in-Chief due to his personal workload; Peter Scholfield fills his position.
• VYSA offers 4x$250. scholarships to graduating players.
• Kam Dhillon, Lino Bragagnolo & Len Matthews not running for next season.

April 30, 1984 Annual General Meeting

• Announcement of passing of Tema Church at the age of 37 due to Leukemia.
• Motion that a scholarship be named after her.
• A Metro League with district Select teams is formed.

May 24, Presidents’ Meeting & June 20, 1984

• Concern about Prem, Dist & Comm teams having to subsidize the Metro teams.
• Request for an East and a West team.
• Motion that the teams be called Vancouver United and be differentiated between green and white uniforms.
• Lyle Woodley to explore accident & liability insurance for the 8 teams for a 5M limit.
• That no sponsors’ names be part of the team name or strip but can be recognized on auxiliary equipment such as sweat suits, jackets or bags. Sponsorship or patronage must be accepted by the Board.
• Motion to use Vancouver Selects as the team name.

July 3, 1985 – 1st "Select" meeting

• VYSA Chair states that BCYSA will not allow the word ‘Selects’ in the Inter-District League – will now be known as Vancouver City FC.

August 8 & 27, 1984

• Dave Crnica quits the Board.
• Vancouver Field Users meeting to discuss drainage for Quilchena and Montgomery and an all-weather lit field at Jericho.
• Heinz Heckl reports Inter-District League on track and uniforms, equipment coming in on time.
• Ron Rothwell to order scheduling computer software.

September 19 & 27, 1984

• New Board members: Grace Jobse, Julie Upton and Margaret MacPhee.
• Resignation of Jacques Moon (after 10 yrs.) due to other commitments (Secretary, Pacific Coach League).
• 1st presentation of the Tema Church Memorial Scholarship.
• Motion that Jackie Larson be Discipline Chairman, with Don Dunlop and Ian Dalgliesh.
• 152 divisional teams and 8 Van City teams. Vancouver down 31 teams, Delta down 200 players, so an over-all problem not just Vancouver.

October 28, 1984

• Abandon 7-substitution rule and replace with unlimited.

April 17 & 28 Annual General Meeting, 1985

• Div.1 & 2 refs’ fees raised from $10 to $12.00.
• Dave Kilbey leaving due to moving and Kam Dhillon resigning. Kam was the person responsible for the 3-tier system, 17 games per season due to his measuring all-weather fields and approaching school board.
• Motion that VYSA be incorporated as a society with the proposed constitution and bylaws and that there will be an election of 7 members each year for a two-year term.
• New members to the board are: Tommy Boyce & Derek Grant.
• Motion that each person be entitled only to one vote.
• Chair: Ron Rothwell, Vice-Chair: Don Dancey, Treasurer: Rod Jamieson, Secretary: Jackie Larson.

May 15 & June 19, 1985

• Ron Rothwell reports that Parks Board is calling for a tender on an artificial turf field at Strathcona.
• Select teams in div.1-5. Ron Rothwell is also Chairman of the 8-District Inter-lock League (resigned Mar.’86). He will do the computer scheduling. Due to numbers of teams (players) drastically falling, Ron Rothwell is empowered to approach Burnaby and North Shore for a 3-District Inter-lock.
• Change meeting night to the 3rd Monday of each month.
• Motion to accept new computer schedule program.
• The Strathcona & Chinese Community Centers to put in a soccer program; they have 5 teams of 8-12 yr. olds. VYSA donates considerable money in support of this, short-lived, program (see June 16’86 minutes.)

August 12 & September 8, 1985

• Motion to accept the 3-District Inter-lock. Vancouver enters 37 Premier teams.
• There are 113 divisional teams and 9 Metro teams affiliated.
• Dave Howden steps down after 23 years of coordinating the BC/Washington Exchange.
• The first 16 week dated, printed computer-generated schedule is circulated. Don still filling in alternate fields.
• Many districts are planning EXPO tournaments.

October 22, 1985

• LBC Board in considerable financial trouble and need to raise player registration fees.
• Ron wants to work on a 3-District Guide and a contact list.
